Drugs, Vehicles and Firearm Seized, Dealer Arrested

The Spokane Regional Safe Streets Task Force (SRSSTF) concluded a several months long Delivery of a Controlled Substance investigation early Wednesday morning with the assistance of the Spokane County Sheriff’s Office SWAT Team.

Early Wednesday morning, April 6, 2016, members of the SRSSTF and SWAT Team served a search warrant at a residence located in the 8100 block of East Appleway Avenue in Spokane Valley.

The primary suspect, 33-year-old David H. Hay, a self-admitted gang member and convicted felon (convictions to include robbery, drug charges and unlawful possession of a firearm) turned himself into the Spokane County Jail, Tuesday evening, for an unrelated assault charge.

Hay’s roommate, 27-year-old Richard O. Tracy, and an additional associate were at the residence at the time of the warrant service.

A quantity of methamphetamine, crack cocaine, and heroin were seized from the residence as well as a firearm and other indications the sales of controlled substances were taking place.  Tracy admitted to being an active heroin dealer and also being in possession of the firearm, heroin, and methamphetamine.  Tracy’s criminal history precludes him from legally possessing a firearm.

Tracy was transported and booked into the Spokane County Jail for Possession of a Controlled Substance with Intent to Deliver and Unlawful Possession of a Firearm 2nd Degree.

Additional charges for Hay, to include Delivery of a Controlled Substance, are expected in the near future.

SRSSTF seized a 2005 Infiniti, a 2000 Lexus, a 2007 Jeep Cherokee, and $2,110.00 in currency.

Spokane Regional Safe Streets Task Force Investigators continue to work this case with additional charges and/or arrests possible.
