Female Charged with Multiple Counts of Possessing Child Pornography
Spokane County Sheriff’s Office Sexual Assault Unit Detective Scott Streltzoff arrested 33-year-old Shannon M. Travis charging her with fifteen counts of Possession of Depictions of Minors Engaging in Sexually Explicit Conduct 1st Degree and one count in the 2nd Degree.
The investigation began several months ago when a tip from the Internet Crimes Against Children (ICAC) and the National Center for Missing and Exploited Children (NCMEC) was received by a Spokane Police Department Detective. The tip contained information regarding an image of child pornography being uploaded using a local internet provider. The Detective obtained search warrants to further investigation the image and learned the internet service used was provided to a subscriber who lives in North Spokane County.
After the location was determined, the Sheriff’s Office Sexual Assault Unit assumed the investigation and began reviewing the
information.
Last week, Detective Streltzoff went to the residence and contacted the male resident of the home and his girlfriend, Travis. Both were cooperative and spoke with investigators. The male stated he was not responsible for uploading child pornography. He explained Travis lives in Oregon but was visiting him during the time in question.
Travis admitted she viewed images of child pornography on her tablet. She said someone sent her an image via Kik, a social media site, and when she viewed the image depicting a nude female teen, she deleted it and blocked the sender. Travis provided her tablet and consented to a search for images of child pornography.
After obtaining a search warrant for the device, Detective Streltzoff submitted the tablet to the Forensic Unit for examination. The evidence obtained from the tablet showed 44 depictions of minors engaging in various, sexually explicit conduct; of those, 15 images met the criminal elements of Possession of Depictions of a Minor Engaging in Sexually Explicit Conduct 1st Degree and 29 images met the elements of Possession of Depictions of a Minor Engaging in Sexually Explicit Conduct 2nd Degree which were combined as one 2nd Degree charge.
Detective Streltzoff asked Travis to meet him at the Sheriff’s Office for an interview and she agreed. During the interview yesterday, Travis admitting to knowing about the images found on her tablet.
At the conclusion of the interview, Travis was taken into custody and booked into the Spokane County Jail for fifteen counts of Possession of Depictions of Minors Engaging in Sexually Explicit Conduct 1st Degree and one count in the 2nd Degree.
